I think you will find that a player that has been at a club for 7 consecutive years and not in the top 15 paid players is an unrestricted free agent.

Dunstan qualifies.

Billings is resticted free agent because he is in the 15 top paid players.

Anyway point is you get less choice with Dunstan that’s the important - you can’t match you just suck it up and hope
