My understanding of the three strikes policy for recreational drugs applie to out of season testing only.

If a player tests positive in season for recreational drugs he faces a 12 week ban.

If if tests positive to performance enhancing drugs, he is gone for two years...(either in or out of season).

The bottom end of our list, including some players that regularly play senior football are not good enough. We have a terrific top end of our list. The whole In Play / Behind Play category was scrapped for this season.

The grounds we should use are that no reasonable body could find anyone guilty on the evidence presented. Blocking a player's run has never been rough conduct. And it should never be rough conduct.
