This got complicated pretty quick. I didn't realise the fine was $20k still not sure but I doubt there is any other was to explain it other that is comes out of his net wages, after he pays tax. But clearly that was not the intended reason for the term. Lol. I'm still not sure what that reason was.

I think it means that it's a reduced fine.

Say I earn $10k, it's actually $7500 after tax.
